I don't have any experience with other rallys to compare, but this seems big to me. Johnstown is a pretty laid-back town, low crime, low cost of living, etc. I've never seen the main area get really rowdy. Seeing all the different bikes is awesome and the field games are fun to watch. The main area is pretty much family oriented, and the more mature stuff is reserved for the various local bars. This doesn't seem like a rally for RUBs or gangs. Just a good time for a bunch of people that ride motorcycles. The link I posted under my other reply will show you what kind of events they're planning for this year.
